Black screen on startup

hi https://pcpartpicker.com/list/sTt6r7 this is my pc I've been having troubles with it for like a year now but I imagined I had everything sorted after getting it back from a repair place who said the issue was windows so i clean installed windows and now on startup i get a black screen everytime the pc is tested and I've been told everything in it works fine I tried a different monitor and different cable ive tried getting a different bootable usb to see if that was corrupt and i have the same problem any advice or suggestions would be appreciated as I'm in desperate need for a working pc

When you say you get black screen on startup, do you mean that you don't get any display at all? Or do you see the intial mobo screen (after a successful POST) but the computer does not proceed to load Windows?
