Black screen problem

Hello there. I've restarted my PC running Windows 10 abou 5 times (not in a row), and I can only see the balck screen (not able to type) and my cursor switchig from the loading to both cursor and loading icon. I've tried every solution. Is it broken?

How long have you let it sit in the 'loading' states? Does it eventually come to the desktop?
