Black screen problems

So for awhile now my screen is going black after the logo screen most times. Sometimes though it will actually go to the login screen but not until I shake the mouse or tap around on the keyboard then the system will be super slow and at a random time it will just go black again but not like it lost connection. I am able to get into safe mode and have uninstalled the GPU drivers. The PC will then start but after login it will black at randomly sometimes after I load a program or sometimes before I even get to a program icon. Any help?

System specs:
CPU: FX 8350
GPU: R9 280x
RAM: 8gbs
750watt PSU by corsair
MoBo: Biostar
One Maxtor 80gb HDD and one Seagate 80gb HDD unknown speeds and two Seagate 2tb externals
OS: Windows 8.1 on an internal HDD

Update: I have been able to use the PC after reinstalling the GPU driver but as soon as it turns off I have to go through safe mode and uninstall the driver each time it seems. Also can some one tell me how to access safe mode without causing a malfunction to trip it the whole shift f8 is not working for me. This is windows 8.1.
