Black screen when turning PC on

If I turn on my pc after the boot the screen turns black but if I restart my pc then it turns on normally.
How to fix it? ( I tried windows+ctrl+shift+b )

Hello acskrisz

If it's a desktop computer, please try Clearing the CMOS.

In case of laptop, you can Try Hard Resetting it.

If the problem persists, please check for and update your computer's BIOS.
