Black screen with a cursor blinking

I have windows 10 and wanted to install ubuntu alongside. For that i go to boot manger and select my usb drive after i select ubuntu try .after few minutes i turn off pc and unplug the usb.then i again turn on the computer but windows not loading just a black screen with blinking cursor .again i go to boot manger and select my hard drive but still black screen with a blinking cursor .so i try to reinstall windows. I select custom installation .but no partions are showing. I want to know how to acess my data . Can i get my data back

You still need something to recover your files to at minimum, for data safety.

If they only have a laptop as well then you will need an external USB sata drive dock or sata drive enclosure also.
If they have a desktop you just need an extra sata cable. Their PC should have an extra sata power cable and sata port already.

There are several Windows utilities that can recover files; fewer that can recover partitions. Easus Partiton Recovery, Find and Mount, and Minitool Partition recovery are some off the top of my head. I would not attempt this with out using Macrium Reflect Free and cloning the drive to an external HDD first. You may loose all the files.

1: Clone drive
2: Attempt partition recovery. Proceed if...
Any data you don't want to lose needs to be backed up before the HDD/SSD breaks.
At the blinking cursor, try typing exit and hit enter. Perhaps your just stuck at the EFI shell.

To get your data back, first you will need a place to copy it to. You cannot rescue data to the same drive you are rescuing from.
Hopefully this is not on an SSD. SSD's have an internal process called garbage collection to empty cells whose contents are marked as deleted. HDD's do not have this process since they can just write over the existing data, unlike SSD's who can only write to empty cells, which is why recovering data on an HDD is usually successful.

I usually recommend Recuva, Glary Undelete, and lastly TestDisk (the most powerful but the hardest to learn)
 
It sounds like you let Ubuntu take over the whole hdd. We are back to "I hope this isn't an SSD"...

Lets get an Idea of what you have.
What device is this? SSD or HDD?
Do you have an another drive or pc to recover files to?
Do you have access to another pc to connect the HDD/SSD to so that file recovery software can be run?

My device is a laptop . Yes
its a hdd. No i havent another pc but if theres no way to slove my problem i can take one of my friends laptop

3: Attempt file recovery. Proceed if unsuccessful.
4: Reinstall windows. (You should have a recovery partition on the laptop unless you wiped that also. Access is usually during bootup and varies by manufacturer)
