Black Screen with cursor after Windows 10 reset. Is the reset complete?

Recently the screen for my laptop went out and I did not find it to be worth it to get it fixed so I want to try to sell it for parts. I hooked it up to a monitor and did the Windows reset option to "Remove files and clean the drive" to remove all of my personal files and make them harder to recover.

When it was done, I tried to load up windows to make sure it was working and all I got was a black screen with a movable cursor. I researched this issue and it appears that this is common issue when newly installing windows 10. I've tried a few things to try to fix it and none have worked up to this point. Honestly I would prefer not to spend any more trying to figure it out and would just like to get rid of it as soon as possible.

My main concern is to make sure all of my files are off of the drive. Since this appears to be an installation problem, am I correct in assuming the drive has been correctly cleaned and that it just had a problem with the installation? I just want to be sure of this before getting rid of it. I know I can open it up and take the hard drive out to check it but I would rather only do that as a last resort. Any answers/opinions are appreciated. Thanks.

you could run dban on drive and wipe it, that would make sure all your files off drive.

Another option is a fresh install of win 10 since the install seems broken at the moment
On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB
change boot order in BIOS so USB is first, hdd second
boot from installer

when you reach screen asking for licence, click "I don't have a key" and win 10 will continue to install and reactivate once finished

or you can try to fix the current errror:
download installer as above
change boot order so USB is first, hdd second
boot from installer
on screen after...
