Question Black screen with cursor

Hi, yesterday I updated to the new release preview update for windows 11, played a couple games and I turned the PC off. Today I wake up and try to boot the PC but it either is stuck on the Welcome! Loading screen or its a black screen with cursor. Anyone know a fix?

Try unplugging your ethernet cable before start up. You can try restarting your pc three times , sometimes more, in quick succession to see if the automatic repair screen pops up to try to get into safe mode. Then get to troubleshooter.

I'll try unplugging it. Although safe mode doesnt work, already tried

Im in command prompt right now and think my drives swapped places, normally my e drive is for games and apps I don't use often but it's now the c drive, and the c drive with windows installed is now the E drive, is that normal
