Question Black screen with with blinking white cursor ?

I have an MSI B650M Mortar WiFi motherboard and a Ryzen 5 8400F CPU. OS is Windows 11.

It was working but after I flashed the BIOS for a GPU I now have a black screen that has a blinking white cursor in the top left corner. I can't get into the BIOS and it doesn't really seem to be reading USB drives but I could be wrong. Are there any fixes ?

I would use another computer to get a bios revision prior to the one you just used, and try using the flash bios option to restore the previous version.

I have tried to flash the BIOS with the right version but get a hard white light this is a factory refurbished board
Did you follow all of these instructions from the motherboard manual?

Updating BIOS with Flash BIOS Button
1. Please download the latest BIOS file that matches your motherboard model from
the MSI® website.
2. Rename the BIOS file to MSI.ROM, and save it to the root of the USB storage device.
3. Connect the power supply to CPU_PWR1 and ATX_PWR1. (No need to install CPU
and memory.)
4. Plug the USB storage device that contains the MSI.ROM file into the Flash BIOS
Port on the rear I/O panel.
5. Press the Flash BIOS Button to flash BIOS, and the LED starts flashing.
6. The LED will be turned off when the process is completed.
