Question black screen

There's a problem that whenever I turn on the PC, when the windows logo shows and after a few seconds of loading the screen goes black, my mouse light disappears and keyboard as well. it stays black and after a few seconds, it says "no input or signal, press any key from the keyboard or the move the mouse to wake it up. blah and blah" and it keeps blinking. I have used the keyboard and the mouse in my brother's pc and it runs fine.

I do not understand what is causing this problem. I tried replacing rams, HDD, GPU, and still, the issue is going on.

my pc:

i3 3rd gen
GPU: gtx 960
ram: x2 Kingston ddr3 4gb rams
monitor: dell p190s
