Black stripes appear and games are slow (Mostly First Person Shooters)

Intel Core i5-4460
8GB RAM
Radeon RX 460 Graphics
600gb of free space

After windows 10 1709 (That creator update or what) Update games are runnig on normal fps but the game is like freezing for secend when i am looking with mouse and black stripes appear.
But some of my games are ok.
When i try to record the screen with Bandicam Black stripes dissapear.
When im playing game windowed screen is ok.

My experience is that Windows' updates tend to stick in what driver they think is best, even when you are already satisfied with what you have. I would uninstall the graphics driver, then reinstall the latest one from Radeon's official site. I'd also get software like HWInfo (free) and see how your CPU and GPU temperatures are.

I turned Vsync On and games are working perfect
