If anyone has a way to get this phone back up and running please help me. All that happens is the hourglass just spins. I would APPRECIATE ANY HELP.

Yes I have checked with Blackberry & was told that they MAY be able to repairs it over the phone for 35,00 dollars, What would you do/

Mostly a ROI (Return on Investment) decision.

If you can afford the loss of 35,00 ("MAY be able to repairs") and there is some pressing need to have that phone operational then go for it.

If not, put the 35,00 towards a new phone with some warranty and hopefully a longer life.
