i need to play the splinter cell black list on my mobile intel(R) 4 series family chip set or how to upgrade my graphics card to play this game

You can't upgrade the video card, you have a laptop based on the "mobile" in your chip set. Best you can do is check the laptop vendor for any newer video chip drivers and install those.
