I recently bought a gaming pc for about $700 that uses 255-400 watts. Last night there was a massive blackout and it abruptly shut down my pc with no warning. When it happened i was playing "Gear Up" its not an intensive game, but im sure windows wasn't updating in the background. Also keep in mind that i was using a surge protector. Did my pc get damaged because of the blackout?

Solution
It is not a high chance but it is possible... Before blackout there could be power fluctuations and surge protector (esp. cheaper one) doesn't shield GND/Nul. Also depends on PSU quality, high end ones can take quite a bit, cheap one can die pretty quickly.
But, if something I'd give higher chance some files could have been corrupted.
You can validate and try to repair Windows with admin command line command "sfc /scannow", but if everything works, don't poke in it ;-)

edit:
Also, with higher PSU capacity system can manage quite a bit of super urgent work before it runs out. Power out has the highest priority interrupt and system runs emergency operations in priority order when that happens.

Not 100%, but chances are pretty decent :)

Computer is way too complex device to be able to tell everything works correctly. The fact Windows starts is decent and necessary condition, but it won't load your computer much and some issues might reveal only during certain circumstances. But you can stress test it... and games are quite good for that purpose.
