Blackscreen After POST, No Cursor (Windows 10)

Hello.

My friend is getting a Blackscreen problem on her PC.
She restarted her PC because she tried to open a program and nothing showed up.

After she restart her PC, she start getting Black Screen after POST without cursor, Ctrl+alt+delete isn't working.

The monitor is showing Blue LED indicator so that's mean it's on.

She once entered a Recovery Tools, but she get Bluescreen on the menu.
For the second try she entered the Recovery Tools, no more bluescreen, i ask her to enter Safemode with Networking, but then, she still get the black screen.

has she tried safe mode with command prompt, when CMD loads she can Ctrl+alt+del and launch task manager then launch explorer.exe from task manager.
I have gotten windows to boot this way after everything else has failed.

I don't really know how to enter safe mode, i tried pressing F8 and Shift + F8 when the PC is booting up, nothing work, and now she get bluescreen again.
