Blackscreen after windows logo

So when i boot my pc i got blackscreen after windows logo, it's solved by using reset button but thats annoying need to restart every boot, it's only happening when my pc off for long time like a couple hours or if i unplug the electricity, when i already use reset button then shutdown and turn on again it's normal.

This problem since when i use the old monitor that using vga to hdmi converter, and now still happen when i change to monitor tv that using hdmi to hdmi cable, so maybe it's not monitor problem.

My gpu is rx 460 2gb, i already try the stable & optional driver but still same problem(maybe not driver problem too), just wondering why this happen i even change the monitor and cable..

when it start up does system show current date and time also start it up and use occt to stress test psu .
