While playing GTAV in fullscreen after ~20mins i get blackscreen - my screen turns off (i can still hear the sounds) and after few seconds turns on again. After that game is in windowed mode.
I tried playing cs go and there is no issue.

Problem started 3 days ago. Before there was everything fine..

CPU - i5 4460
RAM - 8GB
MB - Gigabyte B85M-B3H
GPU - Asus Radeon R9 270 DirectCU II OC
HDD - 500GB WD
PSU - Corsair VS450

Initially it sounded GPU driver related, but the more I think about it...Have you monitored your GPU usage while playing GTA V?

You're running an R9 270 from a (poor quality) 450W PSU....I suspect your GPU is not receiving stable power.

In theory, the VS450 is sufficient to power that rig (the 270 requires a minimum 450W PSU with 28amps on the 12v rail, the VS is 32amps), but at 2 years old PSUs (especially lower quality PSUs) degrade quite rapidly. I suspect that's what's happening here.

I would've expected a shutdown/BSOD, but a blackscreen would achieve the same thing - no graphics displaying, allowing GPU usage to drop and power requirements to drop to an acceptable level to display again. I've never heard of a rig responding that way, but it makes sense....in theory at least.

I recently update from 16.3.2 drivers to 16.5 and i also thought that was the problem but when i installed older version again problem still exists.
I bought this psu in 2015 january so it's not that old. Other users told me that this corsair will be enough to power this pc.
I just tested Fallout 4 and this problem does not exist just like in cs go.
I'm gonna check this gpu usage in gta now.

I'm also having some issues since i bought this pc that are mentioned here:

maybe this will be a clue

Did this happen before & after the driver update? If it only started to happen after the update, there's a good chance the driver is the cause (you'd need to ensure you fully remove the drivers before reinstalling). The PSU could well be at fault, but we'll see after you monitor your GPU usage.

I suspect you'll see the GPU hitting 100% since you're trying to play on High/Max settings with a 270.
If that's the case, try lowering your settings to Medium to test things out. If that works just fine, it's either your GPU isn't capable of providing stable gameplay at those settings (which would manifest itself in poor FPS) or the PSU is not providing sufficient power (which would generally manifest itself in poor FPS and then shutdowns - in this case, 'black screening' temporarily).

Compare your GPU usage between games. GTA V has an issue, yet CS:GO and Fallout 4 do not. How does your GPU usage compare between the 3?

Unfortunately i don't really remember what was first - update or blackscreens. I removed drivers again using ddu and installed same, old version. Nothing changed.

in this hour blackscreen appeared twice. My video settings in game are medium/high, below suggested limit of 2048MB.

I also spotted that same thing happens in browser while watching youtube fullscreen movies..
I recently reinstalled drivers again to the newest but still the same.

Strange - although it sounds more balanced now it's not limited to GTAV.

At this point, I'm not sure what to tell you. I suspect the PSU and would recommend you replace. A clean OS install is an option - free, but time consuming and no guarantees.
