I brought a Dell Xp8700 it come with a GeForce® GT 635 1GB DDR3. So i replaced it with Radeon Asus 7790 1GB.

Most of time, when i press the power button it always go to a blackscreen, 1 out of 6 time it can get into windows 8. It is so annoying. I know it have something to do with Dell's Bios. I think the Bios already set the Geforce 635GT as default.

Any help is appreciate thanks!

Always post your full System Specifications so you can get the best advice... your BIOS settings should automatically choose PCI when you have a GPU installed irrespective of the model.
Did you remove the old GPU driver then install the new one?

i removed the old one (Geforce GT635) then put in the Radeon Asus 7790 1GB.

Dell XP 8700
Intel Core i7-4770 processor (8M Cache, up to 3.9 GHz)
8GB Dual Channel DDR3 1600MHz - 2 DIMM
Windows 8.1 64bit

Yes, but did you uninstall the GT635 drivers and then install the driver for the 7790?
My other concern was the PSU in your unit, although the difference in power consumption is only an increase of 150 Watts, Dell may have installed a PSU that won't cope with the increase. I looked on their website but couldn't find the PSU in their Specifications. You'll probably have to take the cover off the Tower and check the Wattage yourself, and make a note of the PSU Manufacturer...

That PSU should be fine. Did you download and install the most recent Driver for the Radeon 7790?

You should remove the Nvidia Drivers in Control Panel Add/Remove Programs before installing the new Driver.
Also problems can occur if you have more than one device attached to the GPU, like TV or Projector...

Yeah, i took your advice. I put back the Geforce 635 into the PC then uninstall it in Device manager. Then put the Radeon 7790 back into it. It seem the problem still happen again.

If the machine is stable when running with the GeForce 635 but not with the Radeon, suspect the new card is malfunctioning and return to store...

The Radeon Asus 7790 is fine with my old system (WIndows 7 Quad core 2.4ghz, 400watt psu, also Dell system)

I think it have something to do with Windows 8.1 or the Dell Bios.

Hmm. Interesting. Could it be that the old Driver wasn't removed completely? Try the GeForce Driver Removal Tool, you d'load it, install and then run from Safe Mode.
To access Safe Mode hold down Shift and choose Restart from the Charms Menu then it's Troubleshoot and Advanced Options
