Blank dialog windows with titles "C:" and "Runtimebroker.exe". Lag and freezes.

Encountered this problem with my laptop. After turning it on, i received a pop up window with no text except for title. It's either "C:" or "RuntimeBroker.exe".
During this there is an extreme lag, nothing can be done, it takes 2-3 minutes for any response from the laptop.
In the safe mode everything works fine, tried to recover, but it doesn't work.

However, more importantly, use Task Manager to identify a possible problem application.

You might be able to spot the cause just within Task Manager.

Remove/disable applications from startup.

Boot normally. If normal booting works then begin adding back the start-up applications one by one.

If the problem returns you should then know the application causing the lag.

May just need to be installed.
