Blank DIsc Not Detecting

I have windows 10 installed on my system .. Unfortunately MY windows cannot detect the blank disc , others discs are detected and are nicely read .. but cant write anything to the disc .. Then i performed a clean install of windows 7 INTIALLY IT DETECTED and shown on nero and ashampoo.. then i copied files from my old harddisk then it is not detecting . it get stuck when trying to open the disk in explorer menu.. scanned with kasperesky internet security and hitman pro ... Nothing helped could you please tell the possible cause and a solution for it....!!!!!!

is this a hard dick that you cannot detect or a DVD?

if HDD, right click This PC on the desktop
choose manage
in the window that appears, choose Disk Management
Does drive show here? is it showing as unallocated space or RAW?
if its a blank hdd, you will need to format it so windows can use it, you can do that by right clicking drive and choosing it from list and follow through the wizard.
