Question Blank Display

I am getting blank display, I don't have integrated gpu with the processor, as my old card (gtx 1060 6gb) was damaged, I bought a used GTS 450 card just to get display on my pc, but pc is showing blank display.

PC specs:
Mobo MSI B450 VDH Pro Max
CPU: Ryzen 3500x
PSU: 600W Thermaltake

I had windows 11 installed few months ago for which i did some bios settings like enabling secure boot, TPM etc that is required for windows 11.

Can that be the issue as i think my bios is UEFI right now.
I have already reset the bios but still no result.

Is GTS 450 don't work UEFI bios? Or can it be a motherboard issue?
 
What could be the solution then. As i have already reset the cmos but it doesn't fix the issue
My bet is card will not work with Secure boot. Reseting CMOS is not likely to help with that, and actually if your mobo is on newer version of BIOS then Secure boot is enabled by default. Workaround would be to put GPU that works, go to BIOS and set Secure Boot to disabled and try again with gts450.
