I have a wild predicament. My pc is displaying a black screen on startup and I feel I may have to do a startup recovery blindly.
I have windows 7 on a hp elite 8200 sff pc. I tried to upgrade my video card but probably due to a weak psu the install never succeded. I also failed to disable the onboard graphics before I booted the pc connected to the new card. Either way, there was no signal coming from the new card and the fan was blowing very loudly.
So I ended up removing the new card and booting under the original integrated vga. There was still no signal and the fan was still blowing really loud. Removing cables and holding power button for 1 minute did not resolve issue. Removing ram and plugging it back in resulted in the pc booting. But with a black screen. There was no logo, no bios screen, no windows loading screen... but I know it booted because the windows startup noise played. The screen was still black so I did a hard shut down.
I rebooted again, now it sends signal but screen is still black. It starts at high resolution indicated by monitor for about 30 seconds which i think is windows did not startup normally then auto adjusts to 640x480 which would be the attempt to start windows normally, then finally auto adjusts to 800x600 and hangs. Which is probably me needing to windows 7 install disk.
I have a bootable usb. Buy how can I revover on a black screen? Or is there another way to restore graphics. Its very strange.

UPDATE
i replied as an answer stating windows is now starting after sitting fora day then clearing cmos. More likely than not it was a gpu failure. Onboard integrated graphics do not work. The new video card works fine now. Just a freak occourance i guess
