Blank Screen flash cursor, but no login

Hello I'll boot my laptop and when the blue screen pops up with my cursor, the screen then flashes black for 2 secs, and goes back to the blue screen and then 10-15 secs later flashes again... and repeats. I tried logging in with safe mode, and the same error occurred. I tried pushing esc to enter the boot options and the restore stuff came on talking about backing up files, restoring all the way to the original files, so i just chose system restore. I left it on while I slept for 5 hours and it was still in the "recovering files" load up so I just cut it.

I just put it through system restore again it's been on for 45 mins. I feel it's not gonna load up again. Help and do it in step by step thanks help ASAP

laptop: hp Mini 210-1018 CL... one of those mini laptops that are slow as fuck and it has no cd input.

Sounds like it could be a bad hard drive. See if the BIOS has a diagnostic utility to check it.

You'll probably have to contact the vendor for a new drive as you'd need a new restore partition unless you can get an external DVD drive or a flash drive with the Windows setup files to re-install Windows.
