Question Blank screen when gfx card is plugged in

I’m currently upgrading a graphics card. I placed the new card in the old cards slot and started up the PC. The PC boots and tries to load the graphics card, but with no drivers installed (I assume) there’s nothing but a blank screen. When I removed the graphics card and boot from the vga i get a working screen.

When I place the graphics card back in the computer starts, resets and load the graphics card, which again produces a blank screen. Is there a way I can boot the pc with the graphics card plugged in but output the video to the default VGA?
