blank user screen in place of users with pictures and names

I re booted in safe mode using optimized defaults and the user screen only shows a blank other user tile. I'm unable to log in to windows. Even though I know all users names and passwords. How do I get my user screen to display the user screen with all the accounts instead of the other user option.

If you click on Other User it should give you a place to type in the username and password.

Or try hitting Ctr Alt Del twice in a row, that should bring up the username and password fields.
