Blincking monitor display

sir how can i solve my problem regarding my crt monitor output,i using dell 800f series,when i start turn on my computer monitor displayed blincking picture,from the bigginning it was slower then comes faster.

Try using a different monitor and see whether the problem goes away.

Try booting in safe mode when connected to mintor.
It might be a refresh rate problem with the graphics card.
