Blinking dash/cursor on startup

When I start my computer running on Windows 10 it just goes right to a black screen with the grey/white blinking cursor, nothing else. Before it showed the manufacturer logo and would let me open BIOS, but now everything it does is blink. I tried different motherboard, different CPU and graphics card but haven't any results. This started occurring after I bought a used gtx 1060 ,to which the fans start spinning for like a minute and stop. What should I do?!

Test without graphics card.

How do I do that while still seeing the monitor?

If not able to connect the monitor to the motherboard, then try testing different graphics card,

I already did, no different result whatsoever.
