Blinking line top left corner

So Im browsing the net and I appear to catch a virus, run a few scans
, I think I delete them and I finally reboot and everythings back to place. Oddly, the virus has downloaded crossout game, pandaviewer and some driver installer. I do my stuff on the computer. Nezt day, my PC passes the bios but it stops at a white blinking light at the top left. I made sure that the disk I should be booting into is in place. Could a virus delete a OS or did it mess something up? Whats weird that it happened after I supposedly removed the virus.
 
Solution
It's indeed possible that the virus corrupted your system. Even the antivirus software could have messed something up whilst trying to remove the malware.

I would try to save your data (using a bootable rescue stick / CD) and reinstall your Windows.
