I was typing an e-mail in Outlook Express and the characters would flash or
blink every 20 seconds or so. It is very annoying. Would someone please help
me?

If this just happens in OE, you may get better help from
news://msnews.microsoft.com/microsoft.public.windows.inetexplorer.ie6_outlookexpress.
Otherwise this could be a problem with the video card. Check with the
manufacturer of the card for if there are newer drivers available. If
you recently installed a new driver for this device, remove it with
the Rollback feature.
Also scan your system for malware with Ad-aware
(http://www.lavasoft.com) and a good virus scanner.
