Using a Epson 2200 to print a BW photo on velvet Fine Art Paper with
Photo Black Ink but image keeps having a slight blue cast, looking to
get a true BW print

You need to gray balance your photos for your printer.

What profiles are you using?
What colour management are you using?
Are you using Epson inks, or good quality B&W inks?
