Block all web sites.. windows 2003 GP

Help!! I am trying to restrict access to Internet for all my warehouse
users using Windows 2003 GPO. I locked out everthing for them but they
can still access internet using hotkey combinations (like ctrl+e or
ctrl+h). Searched everywhere to disable those combination but no help
found. So thinking if i can block the whole thing using GPO.. Anyone
Any suggestion Help!!

If you want to stop them from getting to the internet at
all one trick is to point them to a false proxy server,
like badproxy or 1.1.1.1, and then disabled the IE control
panel

I would suggest a better solution, use group policy and use ip
filtering, block port http, https, ftp and so forth, I would suggest
you add a wallpaper to the group policy so when it is applied you can
see which machines have the policy applied for easier admin.
