Question Block internet access

I have an old Vista PC which I use for ripping/storing music. I never let it access the internet but I do need it to access my LAN so I can transfer music to my network drive. I have just changed my router, which used to block internet access. Is there anything I can do to permanently block the internet on the PC in case I ever need to change my router again?
 
You need to assign a IP that will not be assigned to another machine by the DHCP service in your router. If you check the settings in the router you should see what IP range it can use.

If nothing else you can try to use some very large IP 250. So if you currently have a IP of 192.168.0.xx just use 192.168.0.250. Most router assign IP from the lower end so it is unlikely you will have enough device that it ever assigns the higher numbers.
