Blocked files--how do you open

Our home compute was hit with the FBI virus and then the SOPA ?? virus. Each demanded a $200 payment via a money pak. We had both removed at some expense but recently found many of our saved files were blocked on the same day within three minutes of the same time. Any suggestions? scheeterjm@aol.com
