Depends why they want to block you. There are ways other than just mac address to block you and you generally can't change a android device mac address without root access.

It also depends what you mean by "public". There are very few that are truly public, most are offered by business for their customers to use so they can set whatever rules they want.

If they don't want you using it, you don't get to use it.
