I went to "Cookies and Site Data" in Firefox Settings->Privacy & Security and typed in the website I wanted to block but it didn't work. Is there another way to block websites from popping up? Firefox is up-to-date. Using Windows 10.

that does not block a site. only it's cookies. you want to block a site on your own pc?? as in you or anyone else won't try to undo it?

a little more info please so we can see what level of "blocking" is needed. it can be very easy or it can be difficult depending on the circumstances

You could install the noScript firefox addon. It will stop scripts running for all websites and other ad stuff, unless you permit them to run. It can also stop pop-ups though Firefox can also do that itself.

The downside is that because it blocks everything by default, you'll have to unblock sites you trust manually. The upside to that downside is that most scripts not running makes pages load a lot faster, and you only need to set a site as trusted once in order for it to work.

It's a little bit of a hassle but can make browsing less annoying (or more annoying if you have to fiddle with noScript too much).

You could also try DuckDuckGo browser. Though you cannot block a website, you can block it's tracking features.

But maybe explain first what you are trying to block? Is some app or game opening a website?

There are a number of extensions that will block sites. Many of the ad blockers like ublock you can add sites to the list.
If you want to take to the next level. You can put rules in the windows firewall, you can put a entry in the hosts files that override the IP address to a invalid one, and you can use the route command to send the IP address to something other than your router internet so there is no way to access it.

I go to a couple of websites and an unwanted website advertisement keeps popping up telling me I need to buy a VGN. So I tried to add that website to Cookies and Data Exceptions and it didn't work. I also tried changing my IP with a free address in Proxy Settings and that didn't work (my address didn't change when I looked it up online) and I installed Firefox "Hide my IP" extension and that didn't work, either. I tried installing Mozilla VPN but it costs money, I wanted to change my IP for free.

you can use the host file edit to block the content from the various sites if you have the domain name or ip address. use the above links from Ralston to accomplish this easily enough. but the pop up itself needs to be dealt with as well. that is a script that needs to be disabled or blocked as well. the popup may not be able to load it's ad but the script will still create the popup.

here's a simple tutorial on that end of it

there are plenty of add-ons that will do it as well including UBlock origin and many others.
