Blocking Communication over port 8080

Getting this error when trying to run a speedtest: "Your computer's firewall or a proxy server is blocking communication over port 8080. Having this port blocked will limit the number of servers available for testing."

I searched the internet and every single thing just said to add a port to Windows Firewall, and I did that and it did not fix the problem. I then disabled windows firewall entirely, and the problem still exists. I am also not running a proxy server. I have no idea what the problem could be and its super hard to search online since every result is just saying to add the port to Windows Firewall.

I also figure its worth noting that this came entirely out of the blue and I ran run many speedtests on this machine before.

I'm confused haha I specifically said I was not running a proxy server

Other computers in the house and on the network aren't having problems though, I checked
