Blocking Phone Apps on Wifi

I know you're able to block certain apps from accessing wifi considering my work does it, but how would I do that on a home network?

I don't mean doing it from the phone or putting a timer on the access i meant blocking a specific app across all devices connected to the network

I doubt you can block a actual app unless there is some form of security app running on the phone. You could block a website for example netflix but I doubt you could have 1 app that can run netflix and another that cannot. You of course can block the phone completely.
