The key question is wether you got sufficient airflow or not. If thats a problem and you are risking high temps on your cpu. Only in that case a blower is useful.Blower card are good and the only cards you should be using for small form factor cases. They take the air in the case and push it out from the back creating good airflow. Open fan cards kinda just pushes the air around the gpu without guiding it anywhere and can be a issue in small cases, heating up everything else with its hot air.
