Blower card are good and the only cards you should be using for small form factor cases. They take the air in the case and push it out from the back creating good airflow. Open fan cards kinda just pushes the air around the gpu without guiding it anywhere and can be a issue in small cases, heating up everything else with its hot air.
That is a pretty simple answer to a more complicated topic. In my opinion in 80% of sff cases open air cards are superior in terms of noise and performance. The key question is wether you got sufficient airflow or not. If thats a problem and you are risking high temps on your cpu. Only in that case a blower is useful.

not really better but different for sure.

they do tend to run a bit warmer and make more noise so that is a consideration. but if your case has decent airflow, then a blower card would be as good of a choice as the other types.

airflow is the biggest question for the case, can you still get a decent fan up front to pull air into the case and something, most likely the psu pulling air out the back??

if you have good air coming into the case or even a side vent that the blower card can pull air from the outside directly, then it is a solid option for your small case.
