So which one should I be using?

I've heard blower aka fe cards will be cooler but really loud and I hate loud computers.

Some say adding static fans to a non-blower will make the thermals same as if a blower was used.

Really want to go for the EVGA GTX1080ti SC2 Black Edition with 2x Fractal Design HP-12 fans underneath.

Scoured the web for similar configurations but found none.. most are using blowers.

Anyone have any idea?

With a case that small I would get the FE cooler. The FE isn't silent but not anywhere near as bad as people make it out to be. If you keep the stock fan profile and are fine with it running at 84c you can hear the cooler but it isn't terribly loud. If you are trying to overclock it and keep the temperature at 70c then you will have an issue.
In the case I would go with a blower due to the size of the case and the amount of airflow. To small to dump hot air back into it.

Also the "Titan" blower cooler does a great job on the lower wattage 1xxx cards.

For the 1080 ti i would go or an open air card, you can't overclock the fe cards without them sounding like a jet engine, and the 1080 ti greatly benefits from being overclocked 200-300mhz clock speed, i would recommend you the msi gaming x 1080ti, it's super quit and it performs fantastic, it's also one of the cheapest cards.

How can you recommend this with the case he is using. It's not always about power a open air card will not work well in this case.
