Blue bar on the screen and sometimes cannot boot

Greetings i have an issue with my pc as seen here :

what do you think of the issues?i've tried reinstalling windows from 8.1 to 10 and still none, so i tried removing all my hdd and using only each one of them and it's the same. also i read somewhere it could be gpu issues so tried cleaning the pcie port the gpu itself and still none. pls help and thanks
also sometimes there are no blue bar at all so i can use the pc. but after 30 minutes to 1 hour or after few minutes into my games my screen turns all blue just like the later part of the video shows.

edit : the problem also occurs when iam reinstalling windows from 8.1 to 10

my spec is :
Amd FX 8350
Asus M5A97 R2.0
HIS Radeon R9 280x
8gb ram
3 HDD (2 WD Blue 1TB and 1 Old WD Black 500gb)
Corsair CS550M

That seems like a driver issue with your video card. Have you downloaded the latest drivers for your Radeon R9 280x from the AMD website?

i did installed the newest recommended 18.2.1 driver and the problem persist. i also use older one back before this problem occurs but i forgot which release.

If you go to "Control Panel > Device Manager > Display adapters" and select "Properties > Driver", there i an option to Roll Back Driver. You could also try letting Windows "Update Driver Software.." automatically.
