blue dots everywhere on my gaming pc screen

So to start I built a gaming pc about 2 months ago and it was perfectly working. I then sold my gtx 770 in it and got a gtx 780 off of amazon warehouse deals. When i hooked it up all the blue dots would come up and would freeze and sometimes it would black out and come up and say the graphics driver failed. I thought it was too little power to it from my corsair cx 600 so I got an evga 1000w g and after hooking that up, the problems still persist. I think its a faulty gtx 780 but any tips on what else it could be? Maybe driver problems with a new gpu but i downloaded a new one and installed it so i thought it would work. i need help thanks

Before installing the new drivers, did you completely wipe out the old ones?

Follow their instructions, then re-download the newest drivers for your card and install them. See if this helps.

no how could i do that? then it would still function until i reinstalled them?

I tried this many times, and whenever I reinsert my graphics card, (because it wouldn't get to that point with it in), and start installing the new drivers again it just gets blue lines halfway through and the driver stop and recovers a few times. Then it just freezes and i shutdown my pc and the blue line thing comes back. The installation did complete one time and it still didnt work.

Well if you're certain you followed the instructions for how to use the DDU software (including un-plugging from the internet to stop windows from automatically installing drivers when it detects the new hardware) then there may be something physically wrong with the card.
I would contact NVidia and let them know what you've done to see if they have anything to help. The card should still be under warranty so they can at least help you with the RMA process.
