Blue screen at startup

As soon as I startup the PC it goes to starting windows. Then the loading symbol and then flashes a quick blue screen and restarts

What are the components in your computer?
How old is the computer?
Is this something that happened recently?
Did you recently change any kind of settings, or add/remove hardware?

Try booting in safe mode. Try a "Last known good configuration" You also try boot to a command prompt and do the sfc /scannow.

Here is my build

CPU i3 4130
GPU GeForce gtx 660
Mobo MSI h87 g43
500 GB HDDR
6 GB RAM
PSU CORSAIR CX 500
I recently bought the CPU mobo and case so I put it all together. It started up just fine everything sounds clean except the screen flashes blue so fast I can't read it then it restarts the computer

Look in the motherboard manual and set up just two sticks of ram in the preferred layout it says, I think it's the far right one and middle-left one.

Remove the GPU and plug the monitor into the motherboard.

Still does the same except this time I don't get a blue screen it just blacks out
