Blue Screen comes up for a Split Second then disappears?

Every couple seconds or so, a blue screen will pop up for about half a second then disappear, and my mouse shows a loading icon. Also, when I run the start menu and click on the purple widget labeled "pc settings", the same blue screen pops up but stays there until I alt tab back to my desktop. I cannot access any of the widgets in my start menu, because I keep getting that blue screen. It started happening after I installed my SSD. I also disabled pagefile.sys and hiberfil.sys to free up some hard drive space. I also installed new sticks of RAM but I didn't this problem until after I installed the SSD. Any help would be appreciated, this is a huge hindrance 🙁

Sounds like a software issue, try refreshing your PC.
