Blue screen flash when fullscreen in videos and games

I'm having a minor issue when I open a video fullscreen whether it be a video stored locally or online streaming like YouTube. When I open fullscreen I get a split second flash of a blue screen and then the video plays normal but randomly in the video the video will flash blue and then revert back to default.

Initially I used onboard graphics of i5-2400 HD 2000 and my image was alot sharper both texts and video quality but now that I've installed an HD 7850 GPU I get these issues. I've tried using the DVI port and bought a new cable for using the mini display port and the issue seems to reoccuring in every situation.

I'd like to know how do I get this sorted. I've always used Nvidia GPUs so I'm not too familiar with the Crimson Control Panel of AMD cards.
I'm wondering that it might be the latest windows 10 update that could be causing this.

was the card new?
cleaned system of any Nv drivers? at least when i had pc to work on running ati/amd,
they sometimes wouldnt run properly without cleaning from leftovers.

download latest DDU cleaner, run in safe mode. would uninstall all amd/nv gpu driver/software still installed thru windows first.
after reboot install newest driver for the card..

No this is a fresh install of Windows 10, never had an Nvidia card in this current installation of Windows 10 however I did have Intel onboard drivers installed

oh, ok. intel shouldn't be a prob.
card new or used?
driver were the newest for the card?
i always prefer theirs over any MS drivers..

Card is new, the drivers are the latest and always use DDU before I install a new driver no matter how small the driver version increment is and I have Windows 10 driver auto install disabled so I know it isn't using generic windows 10 drivers.

see if the amd panel offers anything to change between auto and software/programs/apps etc.

i know that with Nv thats a similar prob, as long as the settings is on auto.
as soon as its set to desktop (or whatever), the problem is gone (black screen flicker at every video file).

or install the klite codec pack, might be some messed up/missing codecs.
when installing check all settings that allow fixing/resetting stuff to default, and for rendering use software (vs hardware aka gpu), i prefer the media player over the windows one (or any other) anyway.

Managed to fix the issue by changing the GPU bios to a different vendor's bios, was a stab in the dark but turned out fine

at least you got it fixed.
might have been corrupted bios, or they fixed something that was included in the other bios file.

i never had a problem with MB updates, but i usually dont mess with gpu bios, unless it fixes things like voltage/clocks etc.
