[SOLVED] Blue screen (language keyboard & Turn off/Troubleshoot)

As I was deleting unwanted/unneeded files on my windows 10.. I deleted something called [realtek] It then promoted me to restart in order to complete uninstall. Now all I see is a blue screen asking me to select my Keyboard Language Layout... the next screen only has two options:

1. Troubleshoot (advanced options)
2. Turn off

I cannot go aby further. I have tried all options and get a error code each time. The only thing I can successfully access is the command prompt. How can I fix this issue? Please and thank you! 😊

Format and reinstall. You can expect this every time you delete something and you don't know what it is.
