Blue Screen Loop

Please help me fix this loop. I start it up...it acts as though it is going to start but then a blue smiley face screen comes up and says it has encountered an error and has to restart and then it happens all over again. Help! I can't even get it to respond to any thing, but continues to shut down, restart, blue smiley screen and off and up....

Tap F8 key during boot

Start in Safe Mode
Scan for Virus or System Restore

F8 doesn't work for W8, you can only access Safe Mode from within Windows or by booting from a Recovery Drive...and as the OP can't run Windows he'll have to create a Recovery Drive on someone else's W8 machine...
