Blue screen not of death with hdmi connection

I have a 1060 graphics card
Yeah its black on other inputs but hdmi is blue when i unplug hdmi it's black. It works if you are logged into windows.

do you have another hdmi cable and another monitor or tv to discard that

the color looks like a problem with the monitor itself but you need to discard it by trying another monitor and cable

Yeah the monitors problem but it works when i login to windows and then it works but its always blue until i login to windows.in my situation i cannot. It should br showing bios but it doesn't it's weird im going to get a dvi to dvi to see if dvi works.
