Blue Screen "System Thread Exception Not Handled"

So just yesterday I have gotten this blue screen with the error "System Thread Exception Not Handled" and it continues in an endless loop. I cannot access the desktop or use safe mode as both just result in the error. I have tried using chkdsk, sfc /scannow and bcdedit but to no avail. I have no idea where to go now and any help would be welcome.

does the error screen show a file name?

is there anything on C drive you want to rescue? try making this on another PC: http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/

You might be best trying a reset, how are you getting to CMD? I assume you either starting PC 3 times and getting into auto repair, or using a win 10 installer.
from top menu of repair menu, go to troubleshoot
choose reset this PC
I would choose save files/settings as it at least keeps logins, the other choice wipes everything and installs win 10 as if its brand new. Both will wipe all programs but only effect C drive, no other drives
