Blue Stripes/lines on my Monitor

I was recently playing a game when all of the sudden my game crashed with a white screen.So I tapped the restart button on my computer , while rebooting I noticed I got 2 blue lines to the left and after the windows logo (while booting) my screen went completely blue and would freeze again and again.So I tried Reformatting my system which was a big mistake , since I lost all my files and I have to download all my games again.It also didn't seem to fix anything.I wasn't able to type in my password nor see anything.I'm currently on safe mode with networking but I cant seem to understand if it's the Graphics card that burnt out or if there's another issue.Even now while I'm browsing the web I can still see Blue lines across my screen but it seems to come out most with the color black.....If someone can plz help me out... I'm not quite the Computer expert.
