I built my own PC 2 years ago. Mobo is Gigabyte b550 aorus pro AC.
I am not able to connect bluetooth devices because the toggle does not show.

I have tried running bluetooth troubleshooter. it told me my PC is not bluetooth compatible. This is untrue. I know for a fact my PC is bluetooth capable because the motherboard spec says so:

I checked my device manager. Bluetooth was hidden, so I had to view hidden items. It shows up as greyed out:

I did the whole services.msc thing and restarted bluetooth service. That did not fix the issue.
I downloaded the intel bluetooth installer from intel's website for BT-22.160.0-32-64UWD-Win10-11.exe and for BT-22.170.0-32-64UWD-Win10-11.exe. I uninstalled and reinstalled and restarted multiple times. Nothing. Bluetooth driver version still shows an old version even though the installer said it finished installing.

You can see in the above images that the driver version is still old.
Lastly, I tried using intel's easy driver update <Mod Edit> and that didn't do anything either. It found 1 update for wireless, installed it, still no difference.

Please advise. FWIW, when I first built the pc, bluetooth did not show, and I had to do some weird power trick where I held the power button down or something. This is not the same problem, but worth mentioning.
